NOTICE OF INQUIRY
The Canadian International Trade Tribunal (the Tribunal) has received a complaint from Vaisala Oyj (Vaisala), of Vantaa, Finland, concerning a procurement (Solicitation No. K3D33-170264/A) by the Department of Public Works and Government Services (PWGSC) on behalf of the Department of the Environment. The solicitation is for balloon-borne instruments (radiosondes) and automated ground systems for atmospheric testing. Pursuant to subsection 30.13(2) of the Canadian International Trade Tribunal Act and subsection 7(2) of the Canadian International Trade Tribunal Procurement Inquiry Regulations, notice is hereby given that the Tribunal made a decision on August 17, 2017, to conduct an inquiry into the complaint.
Vaisala alleges that PWGSC improperly awarded the contract to a competing bidder based on an unreasonable, incomplete and inadequate evaluation of its bid against the mandatory and point-rated criteria of the Request for Proposal.
