The Tribunal has increased the security of its data processing system with the use of authentication and encryption. You can now securely submit confidential and public documents by using the Tribunal's Secure E-filing Service.

Important: In order to use the Tribunal's Secure E-filing Service, you must have version 1.5 or later of Java installed on your computer. Click here for more details.


Step 1

To use the Tribunal's Secure E-filing Service, make sure that you meet all technical requirements, especially the proper version of Java.

Step 2

On the E-filing Web page, you need to provide your user profile information.

Step 3

You may then file documents electronically. Before doing so, you may want to review the checklist provided within the Secure E-filing Service which sets out the information that you will be required to provide to complete the filing.


Java Virtual Machine

To verify if you have the Java Virtual Machine installed on your computer or which version is installed, click on Start—Control Panel—Add/Remove Programs. A list of all programs installed on your computer will be populated. Scroll down and look for Java 2 Runtime Environment, SE "version number". This version must be 1.5 or later. If you need a newer or complete version, you can download it by clicking on the following link: www.java.com.

Filing of Electronic Documents

The Registrar of the Tribunal encourages parties to use the Secure E-filing Service for proceedings currently before the Tribunal and future proceedings. Your comments regarding this new service would be greatly appreciated. Registry staff will be pleased to answer any questions or address any concerns that you may have.

Technical Requirements

In order to log on to the Secure E-filing Service, you must have the Java Virtual Machine (version 1.5 or later) installed on your computer. It is important to review the complete technical requirements.

Availability of the Service

The service is available at all times; however, services to handle requests for help and document processing will be available during the Tribunal's regular business hours, Monday to Friday from 8:30 a.m. to 4:30 p.m.

The non-availability of the service due to technical failures will not affect statutory and administrative deadlines.

File Size Limitations

For your information, the Secure E-filing Service uploads at approximately 5 megabytes per minute using a high-speed connection. Consequently, a 15 megabyte document (i.e. approximately 400 pages) may take at least 3 minutes to upload depending upon your Internet connection. See the table below for approximate times to upload.

Please note that upload times and number of pages shown in the table are approximate. Many factors may have an influence on upload times, such as the resolution of the scanned document or if it has been scanned in colour or in black and white.

Processing the Filing Request

The Tribunal will process your filing. An electronic stamp will be affixed to the document, and you will receive an electronic confirmation at the address indicated when you registered with the Tribunal.

In return for the Tribunal giving you access to the Secure E-filing Service, you agree to abide by the following terms and conditions of use:

1. You agree to provide all the requested information for the purpose of adequately filing your case documentation.

2. You agree that any information that you provide is true, accurate and complete.

3. You agree that the Tribunal is not responsible for any losses or damages incurred by anyone because of:

  • any transfer of information to the Tribunal
  • any restriction, delay, malfunction or unavailability of the Secure E-filing Service
